Norm Dicks tries to skirt earmarks regulations

Norm Dicks is fingered in the Seattle Times for trying to get around the recently enacted policy forbidding earmarks to private companies. One of his long time favorite earmark recipients, some of whose executives are Dicks campaign contributors, is not going to be left in the cold if Dicks gets his way. Doesn't Norm Dicks care about the taxpayers? Doesn't Norm Dicks care about encouraging real jobs in the private sector?
